Success monitoring of financial measures (ex ante, concurrent, ex post facto) for the funding scheme „Förderung von Stromeinsparungen im Rahmen wettbewerblicher Ausschreibungen: Stromeffizienzpotentiale nutzen“ (STEP up!)

With the adoption of the National Action Plan Energy Efficiency (NAPE) on 03. December 2014, the German Federal Government approved the efficiency strategy for the 18. legislative term. This strategy includes a number of measures for the achievement of the energy savings goals of the Energy Concept. Among the proposed measures is the announcement of a competition for electricity savings. The approach aims to promote the use of highly efficient technologies and products across different sectors and stakeholders. In contrast to conventional funding measures for efficiency measures, the competitive model awards funding to the winner of a competition. The key selection criterion is the economic cost-benefit ratio (i.e. funded € per kWh saved). All proposed measures of the different stakeholders and sectors will compete based on this standard. The approach is expected to be instrumental in the saving of approx. 35 PJ primary energy between 2016 and 2020.

The project assesses the competitive tenders ex ante, concurrent and ex post facto. Thus, actual electricity savings generated with this novel funding instrument may be monitored and quantified. Moreover, the detailed analysis allows a meaningful evaluation of the effectiveness of the funding approach.
