A new emissions trading scheme for buildings and transport – TREFFPUNKT TRANSFORMATION with Dr. Jana Nysten
Yesterday evening, we welcomed Dr. Jana Nysten from the Environmental Energy Law Foundation to the ifeu Institute in Heidelberg for an exciting lecture as part of our lecture series “Treffpunkt Transformation - Zukunftswissen im ifeu” on ‘Emissions Trading System 2’.
Key points:
• The ETS 2 is set to take effect in 2027 and reduce greenhouse gas emissions in heating and transport. A one-year postponement is currently being discussed. On the day of the presentation, the European Parliament voted in favour of a postponement. What does the postponement mean for the German system and the use of revenues?
• Unlike in ETS 1, fuel distributors will pay. However, the costs will probably be passed on to end consumers.
• There was lively discussion about the relationship between the market mechanism, which would lead to prices between €100 and €160 per tonne in 2030, and the target price of €45 per tonne
• Social compensation measures are planned within the framework of the Climate Social Fund, but also through the use of funds in the Member States.
• Politically, however, the system is under pressure: market stability reserve, possible postponement and frontloading are currently the subject of intense debate.
