GHG balancing assistance for climate protection in municipalities in Baden-Württemberg

Energy and GHG balances are used to systematically record the current status of a municipality in terms of final energy consumption, use of renewable energies and greenhouse gas emissions, and to allocate these to the respective sectors and energy sources.

On behalf of the Baden-Württemberg Ministry of the Environment, ifeu developed the BICO2BW accounting tool in 2009, which is specifically tailored to the requirements of municipalities in Baden-Württemberg. A central component of the development was the integration of state-specific data in order to optimise the accounting results. Since then, the tool has been continuously updated, further developed and adapted to the nationwide accounting system Kommunal (BISKO). Comprehensive instructions for use and accompanying training support local authorities in its practical application.

In addition to this, the BICO2BWVerwaltung tool was developed in 2022, which enables greenhouse gas accounting for local government administrations. This tool has also been updated annually since then.
