Concerted Action EPBD
Coordinated implementation of the European Buildings Directive

With each revision of the European Buildings Directive (EPBD) - most recently by Directive (EU) 2024/1275 - the requirements for the Member States increase: from national renovation plans and minimum energy performance standards (MEPS) to digital building logbooks and zero-emission new buildings.
The Concerted Actions (CAs) are projects initiated by the European Commission that accompany the implementation of key EU directives in the member states. In addition to the Concerted Action on the Buildings Directive (CA EPBD), there are also Concerted Actions on the Energy Efficiency Directive (CA EED) and the Renewable Energy Directive (CA RED). The aim of these formats is to improve the flow of information on national implementation processes, promote the exchange of good practice and strengthen cooperation between the member states. Experts from all EU countries come together in regular plenary meetings to discuss specific challenges, solutions and implementation strategies in topic-specific workshops.
As part of CA V EPBD, ifeu was commissioned by the Federal Agency for Energy Efficiency at the Federal Office of Economics and Export Control (BAFA) to provide technical support for the topic of long-term renovation strategies in the Concerted Action and to support Germany in terms of content. In the current project phase (CA VI EPBD), ifeu is focussing on monitoring the content of Article 9 - particularly with regard to minimum efficiency standards for non-residential buildings and the national trajectory for the gradual improvement of the energy performance of the building stock.
In addition, ifeu contributes its expertise to the exchange between the various Concerted Actions - for example on interfaces between the EPBD, EED and RED in the building sector. In addition to the European formats, national workshops are also planned as part of the CA EPBD in order to feed key content, experiences and needs for action back into the German implementation process and discuss them in a targeted manner with the specialist public and administration.
