Development of a tool for determining greenhouse gas emissions in KfW Development Bank’s transport projects

KfW Development Bank supports the German Federal Government in achieving its goals in development policy and international cooperation. On behalf of the Federal Government, it finances and supports programmes and projects with predominantly state actors in the global South. In order to determine the greenhouse gas impact of transport projects financed by KfW Development Bank, ifeu has developed an Excel-based tool for internal use by KfW in recent years. Building on the first version of the tool, which was developed in close cooperation with KfW, ifeu delivered a new version in 2023, which incorporated feedback from users, among other things.

A fleet module has also been added to the tool. It allows users to model the development of the vehicle fleet in terms of fuel type, consumption and age. This allows both general technical improvements and the effects of regulations to be better modelled.

Another component of ifeu's work for KfW Development Bank is a methodological report that contains a proposal for a methodology for calculating air pollutant emissions of transport projects. Based on established international methodologies, ifeu has developed an approach that is both practicable in the context of development cooperation (e.g. requires less input data) and still delivers meaningful results. In the future, the greenhouse gas tool could be expanded to include a module for calculating air pollutants.
