Functioning markets for energy services and energy efficiency are an essential prerequisite for the success of energy system transformation and the achievement of ambitious climate protection targets. Not only the markets, but also the energy services themselves are subject to constant further development. The Federal Agency for Energy Efficiency (BfEE) is, among other things, responsible for observing these markets and developing proposals for their further development. On behalf of BfEE, the partners Prognos AG (main contractor), Verian and ifeu have been conducting regular surveys of supply and demand in the energy services sector in Germany since July 2015. In 2013, Prognos, ifeu and the Ruhr-West University of Applied Sciences developed a market observation concept for the energy efficiency market in Germany. The new project "Energy services market survey" builds on this preliminary work, deepens, updates and concretizes the findings. It includes a comprehensive survey of private households, companies and, since 2018, the public sector on services in connection with energy efficiency, both in the form of guideline-based expert interviews and standardised surveys. ifeu is working here together with Prognos as prime contractor and Verian and focuses on the topic of energy consulting/energy audits.

The reports of the completed market analyses and several short studies from the project have been published on the BfEE website. In addition, the survey data is also made available for free use for independent analyses in the GovData portal (https://www.govdata.de).
