Further development of the Berlin Energy and Climate Protection Programme 2030 into the Berlin Climate Protection Plan 2027–2031
Scenario modelling, policy assessment and process support
Shaping Berlin’s Climate Future
The State of Berlin is transforming the Berlin Energy and Climate Protection Programme 2030 into the Berlin Climate Protection Plan for the 2027–2031 implementation period. This project provides the technical and scientific foundation for the process and supports both the development of the plan and the associated public participation activities.
Scenarios and sector-specific emission pathways
Based on a status quo analysis, current nationwide developments are first mapped out and regionalised for Berlin. Building on this, a baseline scenario up to 2045 and a Berlin target scenario, including relevant variants, are developed. Particular attention is paid to the energy, buildings, transport and business sectors.
Emissions sources, potentials and indicators
The project analyses key emissions sources and greenhouse gas reduction potentials that fall within the scope of action of the state and the boroughs. In addition, target and scenario values for key indicators are developed. These support the strategic management and subsequent monitoring of the Climate Protection Plan.
Quantifying and evaluating measures
CO₂ reduction potentials are estimated for the measures in the Climate Protection Plan. In addition, the project examines financing, cost-effectiveness and other impacts. Optionally, the draft action plan is supplemented with further measures.
Public engagement and process support
Technical workshops, a kick-off event for stakeholders and support for public engagement via mein.berlin.de involve the administration and other stakeholders. The results are evaluated in a structured manner and prepared for the further development of the Climate Protection Plan.
