The slow transition to zero-emission vehicles and declining efficiency in the ICE segment are linked to weak regulatory frameworks, as only a few countries enforce mandatory energy efficiency or emissions standards. To address this gap, the IMPROVE project, funded by Germany’s International Climate Initiative, supports Morocco and three other countries in developing policies that enhance vehicle efficiency and reduce CO₂ emissions.

This project specifically provides technical assistance to Morocco’s Transport Working Group for collecting and analyzing CO₂ and fuel consumption data for light-duty vehicles. The first phase (WP1) focuses on gathering fuel economy data from newly registered vehicles and ensuring proper conversion for comparison. The second phase (WP2) involves computing the average fuel economy for these vehicles and conducting a quality check against existing registration data. The project also emphasizes capacity building by training the Ministry of Transport team in Python-based data analysis, ensuring they can replicate the process for historical data. The final phase (WP3) provides advisory support on MRV (Monitoring, Reporting, and Verification) methodologies. Transparency and governance are key, with all data processing steps being documented. ifeu, leveraging prior experience in Morocco’s transport sector, will facilitate collaboration with local and international stakeholders. Regular workshops and consultations will ensure methodological consistency across related projects, fostering peer exchange and knowledge sharing. Deliverables include Python code, a methodological report, and a final presentation.
