The Heat Pump Initiative aims to promote the increased use of heat pumps for heating buildings in order to achieve climate protection targets. Heat pumps rely predominantly on renewable ambient heat to generate heat. The electricity required to power them is becoming increasingly decarbonised. To achieve climate neutrality in the building sector, a heat pump installed base of 6 million would be required by 2030.

To support and provide scientific guidance for the heat pump initiative, the Federal Ministry for Economic Affairs and Energy (BMWE), formerly the Federal Ministry for Economic Affairs and Climate Action (BMWK), commissioned a supporting project in the summer of 2024, which will be implemented by a consortium comprising the German Energy Agency (dena), Guidehouse (lead), ITG Dresden, ifeu, FIW Munich, Prognos, BBH, Fraunhofer ISE, the Öko-Institut and Ingenieurbüro Prof. Dr. Hauser (IBH).

The project focused on examining a wide range of aspects relating to the heat pump initiative, including technical-economic, environmental, legal and strategic issues, particularly in the form of analyses to be produced at short notice. This report summarises the key findings of the project in a concise format.
