In 2020, the German government undertook, as part of the German Resource Efficiency Programme (ProgRess III), to present a national urban mining strategy. This urban mining strategy was developed within the KartAL V project for further policy formulation and implementation. The strategy document, produced through a multi-layered participatory process, features a coherent and systematic structure for the thematic strategy, setting out its content alongside its vision, mission, motivations, system of objectives, fields of action and approaches, as well as stakeholder engagement. This creates the conditions for implementing urban mining in Germany as an effective, targeted and long-term process that enhances raw material sovereignty, strengthens the conservation of natural resources, reduces environmental impacts both nationally and in the global context of the German economy, and enables forward-looking and more effective waste management.
