The KartAL V project, carried out in close consultation with the Federal Environment Agency, laid the groundwork for the development of an urban mining strategy at the policy level. The aim of the research project was to produce a strategy document. This document sets out the key elements and objectives of an urban mining strategy. It is intended to serve as a draft strategy for the Federal Ministry for the Environment, Natural Resources and Nuclear Safety (BMUKN), which will then be agreed upon and taken forward through the policy-making process. Within KartAL V, a strategy process was established which defined the structure of the thematic strategy, its content-related focus—including its vision, motivations, system of objectives, indicators, fields of action and approaches, as well as stakeholder involvement. This strategy process was significantly enriched by the intensive involvement of a steering and advisory group (SBK), comprising representatives from selected federal ministries, key federal institutions, as well as state and local authorities.
