This report analyses in detail what greenhouse gas neutrality means in municipalities and compares the definition of greenhouse gas neutrality with other neutrality concepts. In addition, the report analyses the interactions of municipal objectives with higher levels. It shows which GHG emissions municipalities cannot reduce as long as the federal and state governments have not implemented certain measures.
