NUTS2

Report on typical GHG emission values for the cultivation of agricultural raw materials for NUTS 2 regions or a more disaggregated level in Germany according to RED II

Anyone who places biofuels on the market and wants them to count towards the mandatory quota under the EU Renewable Energy Directive (RED) must submit a calculation of the greenhouse gas emissions from production for each delivery of these biofuels. To make the calculation easier, regionalised standard values are officially provided for the emissions from cultivation (including fertiliser production, etc.). These so-called NUTS2 values are determined on the basis of typical production data and emission factors for all key agricultural raw materials. The ifeu Institute was commissioned to calculate these values back in 2010. In 2023, the European Commission announced that the previous NUTS2 values were no longer valid and asked the Member States to submit new NUTS2 values for recognition. ifeu carried out this recalculation on behalf of the Federal Environment Agency and the BMUV. In total, the GHG emissions for eleven crops in 38 NUTS2 regions were determined. The Thünen Institute, the Julius Kühn Institute and KTBL provided support with the background data. The values were published by the EU Commission in Implementing Decision (EU) 2024/2666 as a legally binding Official Journal.
