Baden-Württemberg Heat Summit – Evaluation of municipal heat plans in Baden-Württemberg 2021–2023

The federal state of Baden-Württemberg aims to achieve net greenhouse gas neutrality by 2040 at the latest, five years ahead of the German national target date of 2045. In order to fulfil this pioneering role, the state faces the challenge of fundamentally transforming its heat supply and achieving a greenhouse gas-neutral and climate-neutral building stock. Against this backdrop, the Ministerium für Umwelt, Klima und Energiewirtschaft (Ministry for the Environment, Climate and Energy) in Baden-Württemberg initiated a dialogue process with relevant stakeholders at the Heat Summit on 17 July 2023.

The working phase of the dialogue process was supported scientifically and organisationally by ifeu. In addition to ifeu, the support group included the Baden-Württemberg Ministry for the Environment, Climate Protection and Energy (Referate 62 und 63) (Umweltministerium Baden-Württemberg (UM)), the Climate Protection and Energy Agency Baden-Württemberg (KEA-BW) and Umwelttechnik BW GmbH.

The aim of the working phase was to identify existing challenges of the heat transition (the transition to renewable heat sources) together with the stakeholders in Baden-Württemberg, overcome obstacles and develop legal, technical, organisational or financial solutions for accelerating the heat transition. To this end, two parallel working groups were established. In working group 1, ‘Climate-neutral heating networks’, measures were developed for the accelerated expansion and conversion of greenhouse gas-neutral heating supply systems. In working group 2, ‘Energy efficiency and use of renewable energies in existing buildings’, building-related measures were developed to minimise energy consumption and promote the decentralised use of renewable energies.

In a separate work package, the heating plans submitted to the regional councils and the project management agency Karlsruhe (PTKA, a German government agency) by the second quarter of 2024 in accordance with the Baden-Württemberg Climate Protection Act (KSG BW) 2020/21 and the Baden-Württemberg Climate Protection and Climate Change Adaptation Act (KlimaG BW) 2023, were scientifically evaluated by ifeu with the support of KEA-BW (Baden-Württemberg Climate Protection and Energy Agency).
