This paper looks at the sustainable supply of PtGLS products from countries outside Europe. It draws on a broader understanding of sustainability, based on the SDGs of Agenda 2030. As a first step in order to assess the opportunities and risks for potential export countries, a catalogue of criteria was developed which, in addition to technical criteria, takes a comparative look at social, economic and ecological factors as well as governance in the respective country on the basis of international indices.

When it comes to cooperation with countries that perform less well in certain criteria, it could be useful to be aware of any weaknesses that may have been identified. In the context of cooperation in the production and trade of hydrogen and hydrogen derivatives, for example, care must be taken to ensure that the status of the respective criteria does not deteriorate, but that improvements are ideally actively planned, enabled and promoted. 

In a second step, an instrument analysis was used to examine the extent to which the criteria contained in this catalogue are taken into account by the analysed instruments and are thus able to promote positive effects and prevent negative effects at national, international and project level. Finally, the gaps in sustainability assurance identified in the process are highlighted.
