The housing stock in Germany is dominated by detached and semi-detached houses. These are increasingly viewed critically for environmental and social reasons. They consume more energy, resources and land than more compact building designs and, due to the Reman effect, are in many cases occupied by single-person or two-person households. By creating new housing units and forms of living, and through the circular use of living space, a better allocation of household and dwelling sizes could be achieved, new construction and the sealing of land could be avoided, and housing could be designed to suit different stages of life. To promote these approaches, local authorities can raise awareness and provide information, facilitate access to advice and planning, or implement construction projects themselves for replacement and extension buildings.
